Congress passed a law telling the Mint exactly which old artwork to copy: the buffalo nickel of 1913. It was the Mint's first coin of 99.99% pure gold.

When it was made
First made in 2006, but the art is far older. James Earle Fraser drew it for a five-cent coin in 1913, the year Ford's moving assembly line started.
The Philadelphia mint
America's first mint, opened 1792. Its coins carried no letter at all until a P appeared on wartime nickels in 1942.
